What does this PR do?

This PR wires up the uv plugin added in #6511, meaning that the you can now monitor a uv project with the caveat that the fixed depgraph added in the aforementioned PR will be used. We are also currently submitting projects as pip.

To test, from a directory containing a uv.lock file, build the CLI against this branch and then run

SNYK_INTERNAL_UV_MONITOR_ENABLED=true <path/to/cli/binary> monitor

You should see a link to a project that you can view.
