update e2e tests for optout sqs

Changes:

• the tests must now trigger delta production through the endpoint.
• we create a localstack sqs queue
• localstack is updated for sqs to work
• kms-local provider is removed on the newer version of localstack. We instead create a key during initialization and fetch it during core-tests to validate jwt signing. (localstack cannot seed an RSA/asymmetric key from static key material, instead we must create and retrieve it dynamically.)
